Phillip (Chuck) Rouse has practiced extensively in the area of regulatory compliance of payments, payment instruments and prepaid cards. His practice addresses most facets of federal and state regulation of these industries including the laws and regulations regarding consumer protection, escheat and unclaimed property, anti-money laundering, privacy, electronic funds, and the rules and regulations governing the management of breakage and slippage on payment instruments and prepaid cards. Chuck's practice also extends to general commercial transaction matters, and he has substantial experience regarding commercial litigation.
